The Governor's despatch is summed up in
the words that "a continuation of the existing system
of education at the College coupled with a periodical
examination by the Inspector of Schools is practically an impossibility".
If this is the case it is due partly to
personal causes and partly to the absence of a clear
understanding as to what system of education should
be carried out at the College.
2. The first of these two points appears to be
the main cause of the difficulty. The friction between Dr Eitel and Dr Wright, has been more than once
brought to the notice of the Secretary of State and
has been evidently injurious to the cause of education in the Colony. Whatever may be the merits of
the questions at issue both the one and the other
ought to be given clearly to understand that their
personal altercations will not be allowed any longer
to interfere with the interests of the public service
and that if they wish to remain in that service they
must have the good sense to work in harmony with each
other.
3. As to the second point, the Secretary of
State is apparently invited to determine whether the
